By order of the Moscow Sports Committee No. 750-a dated October 21, 2002 and No. 156-a dated March 13, 2003, GOU Youth Sports School No. 9 was transferred to the status of the Specialized Children's and Youth School of the Olympic Reserve in the departments: bullet shooting, judo, sambo wrestling. By order of the Moscow Sports Committee No. 77 dated February 17, 2009 and No. 149 dated March 5, 2009, the status of the SDYUSSHOR was confirmed by departments: judo, sambo, archery.

In 2009, SDYUSSHOR No. 9 was recognized as the Best Specialized School in Russia.

In 2011, the school received the Grant of the Mayor of Moscow as the best school in Moscow.

to identify in the process of systematic training capable children and adolescents to involve them in specialized sports in SDYUSSHOR No. 2;

ensure that students acquire a minimum of knowledge in the field of hygiene and first aid, as well as mastering theoretical foundations and elementary methods of assessing one's condition.

2. The condition for the opening of the SDYUSSHOR is the availability of its own or rented sports base necessary for the training process, qualified management and coaching staff, administrative premises, the possibility of organizing a health and sports camp, the availability of funding to maintain the minimum number of training groups provided for by this Regulation.

3. The quantitative ratio of departments with the status of the Olympic reserve in the SDYUSSHOR is established by the Ministry of Sports, Tourism and Youth Policy.

The number of training groups in the Youth and Sports School is set depending on the specifics of the sport and the available conditions, but not below the minimum the quantity determined by the section "The occupancy of training groups and the regime of educational and training work of the Youth and Sports School for one department", according to Appendix 1.

4. SDYUSSHOR No. 2 may include structural units operating on the terms of self-financing and self-financing.

SPECIALIZED CHILDREN AND YOUTH SCHOOL

OLYMPIC RESERVE (SDUSHOR)
5. A specialized children's and youth school of the Olympic reserve is created in one or more sports on the basis of existing departments that have reached high level work on the preparation of young athletes.

The condition for the organization of the SDYUSSHOR is the presence of a contingent for the formation of at least two groups of sports improvement by sport and more than half of the departments must have the status of an Olympic reserve.

6. The main task of SDUSHOR No. 2 is to train highly qualified athletes in cultivated sports who are able to replenish the ranks of candidates for the national teams of the country.

7. SDUSHOR forms educational and training groups, groups of sports improvement and higher sportsmanship.

SDUSHOR one year after the assignment of specialization to it must fully comply with the staffing provided for this category of schools.

8. The opening of sports improvement groups is carried out by the Committee for Physical Culture and Sports and subject to the approval of the list of groups.

9. The opening of groups of higher sportsmanship is carried out by the regional sports committee, subject to the approval of the list of groups.

10. After the end of the Olympic cycle, the SDYUSSHOR network, except for those approved by the previous year, is re-approved in the prescribed manner.

In the event of a decrease in the performance of preparing candidates and a reserve for the national teams of the country, the SDYUSSHOR can be transferred by the decision of the relevant higher organization in agreement with the Ministry of Sports and Tourism to the terms of remuneration provided for the DYUSSH. At the same time, the Children's and Youth Sports School can continue to operate in the SDUShSOR mode for two years.

With the improvement of work on the preparation of candidates and reserve for the national teams of the country, the school can be again transferred to the nomenclature of the SDYUSSHOR on a general basis.
II. Recruitment and activities of DYUSSH and SDYUSHOR
11. SDYUSSHOR No. 2 is staffed from among the students of secondary schools, children and adolescents who do not have deviations in health and contraindications to sports, provide them with equal conditions for admission and education, and those who have a perspective in sports of higher achievements - the necessary conditions for their athletic development.

12. The age of those entering and studying in the Children's and Youth Sports School and Sports School must meet the requirements specified in the section "The occupancy of training groups and the mode of training work in the Children's Sports School, Sports School, School of Sports", according to Appendix 1.

Primary training groups are made up of students from general education schools who want to go in for sports.

Educational and training groups are recruited from among gifted and capable of sports children and adolescents who have undergone initial sports training and have fulfilled the admission normative requirements for general physical and special training.

Sports improvement groups are completed from among the athletes who have passed the training stage in the training groups and have fulfilled the admission standards for special physical and sports training.

Groups of higher sportsmanship are recruited from among athletes who have passed the previous stage of training and meet the requirements for candidates for the national team of the country or its reserve team.

13. The transfer of students to the group of the next year of study is made by the decision of the coaching council on the basis of the length of service, the fulfillment of standard indicators of general and special physical fitness. Students who do not fulfill these requirements are not transferred to the next year of study. Such athletes, except for students of groups of higher sportsmanship, may, by decision of the pedagogical council of the sports school, continue training for a second year, but not more than once at this stage of training.

Note. Individual students who have not reached the established age for transfer to the group of the next year of study, but who have completed the program requirements of the previous year of study, may be transferred ahead of time by the decision of the pedagogical council with the personal permission of the doctor. The transfer is carried out by order of the director of the SDYUSSHOR.

14. The approval of the number of study groups is carried out by the organization in charge of the Youth Sports School, SDUSHOR. Based on this, the administration of the sports school carries out an annual calculation of hours annually until September 1. At the end of the academic year in a general education school, the quantitative composition of the group may be 50% of the existing one.

15 Enrollment of students in the elementary training groups of the Youth Sports School is carried out at the request of the applicant with the consent of the parents, the management of the secondary school, with the written permission of the pediatrician of the polyclinic at the place of residence or the doctor of the secondary school. In case of departure of students from the group, the trainer-teacher is obliged to complete it within a month.

16. Enrollment of students in the Sports School is carried out upon a written application of the applicant, on the basis of the conclusion of the medical and physical education dispensary, on the recommendation of the Sports School, indicated in the athlete's card.

17. Graduates of a sports school are students who have passed all stages of preparation and passed graduation standards. Graduates of the Youth Sports School are issued an athlete card indicating the level of their physical qualities and recommendations for further sports improvement. Graduates of the SDUSHOR, in addition to the athlete's card, are issued a certificate of completion indicating the level of sports preparedness.

Enrollment and graduation of students is formalized by order of the director of the sports school.

18. Students of SDUSHOR, sent to improve sports skills in boarding schools of a sports profile, schools of higher sports skills, teams of masters in team sports, are not included in the quantitative composition of the groups, but are considered pupils of this sports school and can play for its team. To complete the group, students from the previous year of study can be enrolled in it. The mode of educational and training work and the occupancy of this group are maintained until the end of each stage of training.

The SDUSHOR, which transferred teams of masters in team sports of individual students or a training group to improve sportsmanship in SHISP, SHVSM, remains in the nomenclature of these schools, while maintaining the group for remuneration of executives and specialists during the Olympic cycle.
III. Organization of the educational and training process
19. The academic year in the Youth Sports School, SDUSHOR begins on September 1. Educational and training sessions in the departments for sports are conducted according to the curricula approved by the USSR State Committee for Physical Culture and Sports, and curricula designed for 46 weeks of training sessions directly in the conditions of the sports school and an additional 6 weeks in the conditions of health-improving and sports camps and individual plans students during their active holidays.

20. The main forms of the educational and training process are group educational and training and theoretical classes, work according to individual plans (mandatory in groups of sports improvement and higher sportsmanship), medical rehabilitation activities, participation in competitions, match meetings, training camps, stay in health-improving and sports camps, instructor and referee practice of students.

Classes in primary training groups can be held in general education schools throughout the academic year using the available sports facilities. If there is a contingent of students in the numbers established for groups, classes with them continue during the summer holidays.

The duration of one lesson in initial training groups should not exceed two academic hours, in training groups - three academic hours with at least four training sessions per week; in groups where the load is 20 hours or more per week - four academic hours, and with two training sessions per day - three academic hours.

When calculating appropriations for classes in artistic and rhythmic gymnastics, acrobatics, training hours should be doubled, taking into account the remuneration of trainers-teachers in the sports included in the curriculum. The increase in the number of hours of training sessions is subject to simultaneous involvement of the main coach-teacher and coaches-teachers in related sports to work with the group.

21. For conducting classes in educational and training groups, groups of sports improvement and higher sportsmanship within the number of hours of the curriculum established by the mode of educational and training work for this group, in addition to the main coach-teacher in all sports, an additional second coach may be involved - teacher.

22. In the departments of sports and rhythmic gymnastics classes (up to 70% of the total number of training hours) can be conducted with musical accompaniment.

23. In order to provide year-round training sessions and active recreation for students during the winter and summer holidays, health-improving and sports camps are organized.

24. For the preparation of teams and students admitted to participate in regional, all-Russian and international competitions, the SDYUSSHOR has the right, within the limits of appropriations for educational and training work, to conduct training camps lasting up to 12 days for regional up to 18 days for all-Russian international competitions.
IV. Educational work
25. The sports school organizes and conducts educational work with students.

Educational work should contribute to the comprehensive harmonious development of the individual and is carried out taking into account age and individual characteristics, the level of sportsmanship of students and the traditions of the sports school.

Educational work is carried out in the process of training sessions, competitions, free time and should form in young athletes the need to go in for sports, constantly replenish their knowledge, skills, and creative application of them in practical activities.
V. School management
26. The SDYUSSHOR is headed by a director appointed from among specialists with a physical education or pedagogical education and experience working with children. The director carries out general management of the work of the sports school and is responsible for the organization and condition of all training, educational, methodological and administrative work, for the selection and placement of coaching, teaching and administrative staff.

27. The deputy director for educational and sports work is appointed from among the specialists with physical education and experience in coaching and teaching in the field physical education and sports for at least 5 years. It ensures the holding of sports competitions at the school and the performance of students in district, city and other sports competitions. Carries out control over the conduct of training sessions, the implementation of curricula, programs for sports and the schedule of classes. Leads the work on the promotion of physical culture and sports and the dissemination of best practices. Prepares the necessary materials for the participation of coaches and athletes in competitions.

The deputy director for educational work is appointed from among specialists with a pedagogical or physical education education and experience in working with children. He is responsible for organizing educational process and educational work, organization of work to improve the skills of coaches-teachers in sports. Works on the development of the curriculum and class schedule. Conducts educational work in a team. Prepares the necessary materials for billing and assigning qualification categories to coaches-teachers in sports.

28. The director and deputy directors are appointed and dismissed in accordance with the established procedure by the organization in charge of the school.

29. Organizational, educational, health and methodological work in sports school systematically carried out by an instructor-methodologist, who, as a rule, has a higher physical education or pedagogical work experience for 3 years.

Its functions include monitoring the conduct of training sessions, the implementation of lesson programs by types of sports and curricula and the schedule of classes, organizing the promotion of mass physical culture and sports work. Communicates with medical institutions, research institutes, secondary schools, vocational schools and other organizations on the educational process.

30. The director, deputy director and instructor-methodologist of a sports school are allowed to conduct training sessions at their school for no more than 50 hours on average per month with payment based on the rates of sports coaches with appropriate qualifications (education, category) and coaching and teaching experience work.

31. The coaching and teaching staff of the school is recruited from among specialists, as a rule, with higher or secondary professional physical education.

In cases where the coaching and teaching staff is not enough to conduct classes, physical education teachers, instructors and other physical education specialists (including pensioners) can be involved in this work, and for initial training groups, also senior students of physical culture institutes and faculties physical education of pedagogical institutes (schools of culture of the department of choreography - for special classes).
