In accordance with Article 13 of the Federal Law of June 7, 2013 No. 108-FZ "On the preparation and conduct of Russian Federation FIFA World Cup 2018, FIFA Confederations Cup 2017 and amendments to certain legislative acts of the Russian Federation" I decide:

1. Introduce on the territories of the constituent entities of the Russian Federation within which the infrastructure facilities intended for the 2018 FIFA World Cup and the 2017 FIFA Confederations Cup are located (hereinafter referred to as the FIFA World Cup and the Confederations Cup), as well as in the adjacent enhanced security measures during the Confederations Cup from June 1 to July 12, 2017 and the FIFA World Cup from May 25 to July 25, 2018.

2. In order to implement enhanced security measures, the introduction of which is provided for in paragraph 1 of this Decree:

a) the interdepartmental operational headquarters for ensuring security during the 2018 FIFA World Cup and the 2017 FIFA Confederations Cup in the Russian Federation (hereinafter referred to as the interdepartmental operational headquarters) by May 1, 2017, determine the list of controlled areas and approve the description of the boundaries of restricted areas ;

b) The Ministry of Transport of the Russian Federation, in agreement with the interdepartmental operational headquarters, to establish before May 1, 2017 for the period from June 1 to July 4, 2017 and until May 1, 2018 for the period from June 1 to July 17, 2018:
flight restriction zones, prohibited areas for the use of airspace over the territory and water area, within which enhanced security measures are introduced, as well as to determine cases when the use of the airspace of such zones is permitted;
areas of the water area prohibited for navigation, within which enhanced security measures are introduced, rules for such areas, as well as to determine cases to which the effect of prohibitions does not apply.

3. Determine that:

a) controlled zones are established in order to organize authorized access to them by individuals and Vehicle;

b) access of individuals and vehicles to controlled areas is carried out after the inspection of individuals and the things they have with them, vehicles and things carried on them (including with the use of technical means) by authorized persons;

c) restricted areas are established in order to exclude access to them by citizens and vehicles without official or production needs;

d) the boundaries of controlled and prohibited zones are marked on the ground (on the territory, buildings, structures, objects) by clearly visible signs and (or) inscriptions by the owners of land plots, buildings, structures, objects.

4. To establish that in the territories of the cities of Kazan, Moscow, St. Petersburg, Sochi from June 1 to July 12, 2017 and in the territories of the cities of Volgograd, Yekaterinburg, Kazan, Kaliningrad, Moscow, Nizhny Novgorod, , Samara, St. Petersburg, Saransk, Sochi from May 25 to July 25, 2018:

a) citizens of the Russian Federation who arrived for temporary residence in residential premises (with the exception of hospitals, hotels, sanatoriums, rest houses, boarding houses, campsites, tourist camps and other places of temporary stay and accommodation) that are not their place of residence, or who arrived for permanent of residence at a new place of residence, are obliged, no later than three days from the date of arrival, to apply to the territorial bodies of the Ministry of Internal Affairs of the Russian Federation for registration at the place of stay or place of residence with an application drawn up in the prescribed form and submit documents stipulated by the legislation of the Russian Federation;

b) the territorial bodies of the Ministry of Internal Affairs of the Russian Federation register citizens of the Russian Federation at the place of stay or place of residence on the day of application upon submission of an application and documents provided for by the legislation of the Russian Federation, and issue them documents on registration at the place of stay or place of residence;

c) notification of the territorial bodies of the Ministry of Internal Affairs of the Russian Federation about the period and place of their stay is carried out by citizens of the Russian Federation directly upon personal application to the territorial bodies of the said Ministry;

d) registration and de-registration of citizens of the Russian Federation at the place of temporary stay (in a hospital, hotel, sanatorium, rest home, boarding house, camping, at a tourist base and in other places of temporary stay and accommodation) are carried out in the manner established by the legislation of the Russian Federation ;

e) registration at the place of stay or registration at the place of residence of foreign citizens and stateless persons who arrived for temporary stay (temporary or permanent residence) is carried out within one day from the date of their arrival at the place of stay or place of residence upon submission of documents, provided for by the legislation of the Russian Federation, by the host party or directly by foreign citizens or stateless persons to the appropriate territorial body of the Ministry of Internal Affairs of the Russian Federation;

f) the requirements regarding the procedure for registration at the place of stay and registration at the place of residence, established by subparagraphs "a" - "e" of this paragraph, do not apply to citizens of the Russian Federation, foreign citizens and stateless persons who are participants in the World Cup , the Confederations Cup, as well as representatives of FIFA, FIFA affiliates, confederations and national football associations included in the FIFA lists.

5. To prohibit from June 1 to July 17, 2018 entry into the territories of the cities of Kazan, Moscow, Nizhny Novgorod, Rostov-on-Don, Samara, St. Petersburg, Sochi and from June 1 to June 30, 2018 - in the cities Volgograd, Yekaterinburg, Kaliningrad, Saransk buses, except for:

a) buses carrying out regular transportation of passengers along municipal, intermunicipal regular transportation routes and adjacent interregional regular transportation routes passing within the boundaries of these cities;

b) buses equipped with satellite navigation equipment identified in the state automated information system "ERA-GLONASS" and providing information on the location, direction and speed of movement of such buses to the autonomous non-profit organization "Transport Directorate of the 2018 World Cup in the Russian Federation" , formed on the basis of the use of the signals of the global navigation satellite system GLONASS or the signals of this system together with other global satellite navigation systems, provided that the owners of such buses have sent notices to the named autonomous non-profit organization about the planned entry of buses into the territory of these cities;

c) buses in respect of which the authorized territorial body of the Ministry of Internal Affairs of the Russian Federation, in the manner determined by the interdepartmental operational headquarters, has decided to allow entry into the territory of these cities.

6. The Government of the Russian Federation within a month to determine:

a) the procedure for equipping the buses specified in subparagraph "b" of paragraph 5 of this Decree with satellite navigation equipment, the procedure for its identification in the state automated information system "ERA-GLONASS", as well as the composition of information on the location, direction and speed of buses and the procedure for transmitting such information to the autonomous non-profit organization "Transport Directorate of the 2018 FIFA World Cup in the Russian Federation";

b) the procedure for sending by the owners of the buses specified in subparagraph "b" of paragraph 5 of this Decree, notifications of the planned entry of buses into the territories of the cities named in paragraph one of paragraph 5 of this Decree, the composition of the information contained in them, as well as the procedure for transferring such information to the relevant territorial bodies of the Ministry of Internal Affairs of the Russian Federation.

7. State authorities of the constituent entities of the Russian Federation, in whose territories enhanced security measures are being introduced, if necessary, in agreement with the Ministry of Transport of the Russian Federation, as well as with the relevant territorial bodies of the Ministry of Internal Affairs of the Russian Federation and territorial security agencies, take additional measures to temporarily restrict traffic Vehicle.

8. The Federal Highway Agency, together with the state authorities of the constituent entities of the Russian Federation, in whose territories enhanced security measures are being introduced, in agreement with the Ministry of Transport of the Russian Federation, ensure timely informing of vehicle drivers about temporary restrictions on the movement of vehicles, possible detour routes and places for parking vehicles means by placing information road signs, posting information in the media and the information and telecommunications network "Internet" in accordance with the legislation of the Russian Federation.

9. Establish that during the period of the World Cup and the Confederations Cup located in the cities of Volgograd, Yekaterinburg, Kazan, Kaliningrad, Moscow, Nizhny Novgorod, Rostov-on-Don, Samara, St. Petersburg, Saransk, Sochi, production facilities, social and cultural, sports and domestic purposes, land plots intended for the placement of these facilities, and other territories in respect of which the implementation of special measures for their anti-terrorist protection is required, are subject to enhanced security, equipment with engineering protection equipment and engineering and technical security equipment higher protection class than provided by the requirements for anti-terrorist protection of such facilities, approved by the Government of the Russian Federation. A higher protection class is established based on the results of additional surveys of the named objects by the interdepartmental commission for surveying the place of mass stay of people.

10. Interdepartmental operational headquarters:

b) determine the procedure for access of citizens and vehicles to controlled and restricted areas;

c) determine the list of items prohibited and limitedly allowed to be carried (carried) into controlled and restricted areas;

d) establish rules for the implementation certain types activities in controlled and restricted areas;

e) organize the protection of controlled and restricted areas;

f) determine the procedure for the adoption by the territorial body of the Ministry of Internal Affairs of the Russian Federation of the decision provided for by subparagraph "c" of paragraph 5 of this Decree.

11. Establish that in the constituent entities of the Russian Federation, on the territories of which enhanced security measures are introduced, meetings, rallies, demonstrations, marches and picketing not related to the Confederations Cup and the World Cup, from June 1 to July 12, 2017 and in the period from May 25 to July 25, 2018 can be held in places and (or) along the routes of movement of participants in a public event with the number of participants and in the time interval, which are determined by the executive authorities of such constituent entities of the Russian Federation or the relevant local authorities according to coordination with the territorial bodies of the Ministry of Internal Affairs of the Russian Federation and territorial security bodies.

12. Prohibit from June 1 to July 12, 2017 and from May 25 to July 25, 2018 in the constituent entities of the Russian Federation, on the territories of which enhanced security measures are introduced, circulation (with the exception of storage, seizure):

a) civil and service weapons and cartridges for them;

b) explosives and industrial materials and products containing them;

c) poisonous substances included in the list of poisonous substances for the purposes of Article 234 and other articles of the Criminal Code of the Russian Federation, approved by Decree of the Government of the Russian Federation of December 29, 2007 No. 964, except when such substances are part of medicines registered on the territory of the Russian Federation in the prescribed manner.

13. Suspend in the constituent entities of the Russian Federation, in whose territories enhanced security measures are introduced, the activities of hazardous industries and organizations that use sources of ionizing radiation, hazardous chemical and biological substances, radioactive, toxic and explosive substances.

14. The Government of the Russian Federation, within a month, determines the list of industries and organizations provided for in paragraph 13 of this Decree, as well as the procedure for suspending the activities of such industries and organizations.

15. For the period of introduction of enhanced security measures, the Ministry of Internal Affairs of the Russian Federation shall ensure:

a) within its competence, an enhanced regime for the protection of public order in the places of stay of athletes, at sports facilities and, by decision of the interdepartmental operational headquarters, at other facilities and territories;

b) control over compliance with the requirements and prohibitions established by paragraphs 4 and 5 of this Decree.

16. The Federal Service of the National Guard Troops of the Russian Federation shall ensure in the constituent entities of the Russian Federation, on the territories of which enhanced security measures are introduced:

a) organization of control over the implementation of the prohibition provided for in subparagraph "a" of paragraph 12 of this Decree;

b) withdrawal by the relevant territorial authorities Federal Service troops of the National Guard of the Russian Federation of weapons, cartridges for it, ammunition and special means in cases of revealing the facts of their illegal circulation and storage of seized weapons, cartridges for it, ammunition and special means in accordance with the legislation of the Russian Federation during the period of the introduction of enhanced security measures;

c) organizing, starting from July 13, 2017 and July 26, 2018, respectively, the return of seized and accepted for storage weapons, cartridges for them, ammunition and special means to their owners in the absence of grounds preventing such a return in accordance with the legislation of the Russian Federation.

17. State authorities of the constituent entities of the Russian Federation, in whose territories enhanced security measures are being introduced, to take measures aimed at carrying out organizations (medical, pharmacy, wholesale trade in medicines) that provide the population with medicines for medical use on the basis of a license to carry out turnover activities narcotic drugs, psychotropic substances and their precursors, cultivation of narcotic plants, as well as providing medical care to the population using drugs containing narcotic drugs, psychotropic or potent substances, on the basis of a license to carry out medical activities, measures to form a sufficient supply of drugs necessary for the smooth functioning of these organizations.

a) determine, in agreement with the operational headquarters established in the relevant constituent entities of the Russian Federation, to ensure security during the 2018 FIFA World Cup and the 2017 FIFA Confederations Cup in the Russian Federation, the boundaries of the territories within which bans on the sale and consumption of alcoholic products are introduced contained in glass consumer containers, including when providing catering services, on the eve of the day of the World Cup and Confederations Cup matches and on the day they are held;

b) to determine in accordance with the requirements of Article 22 of the Federal Law of June 7, 2013 No. 108-FZ "On the preparation and holding in the Russian Federation of the 2018 FIFA World Cup, the 2017 FIFA Confederations Cup and amendments to certain legislative acts of the Russian Federation" and taking into account the planned activities for the preparation and holding of the World Cup and the Confederations Cup, additional places of mass gathering of citizens and locations of sources of increased danger,
in which the retail sale of alcoholic products is not allowed, having coordinated them with the operational headquarters named in subparagraph "a" of this paragraph.

19. The Government of the Russian Federation and state authorities of the constituent entities of the Russian Federation, in whose territories enhanced security measures are being introduced, to ensure the resolution of financial, organizational and other issues related to the implementation of this Decree.

20. This Decree comes into force from the day of its official publication.

To ensure security and order at the Confederations Cup, unprecedented measures were taken both at the legislative level (amending laws) and in the field of security: stadiums were equipped with surveillance cameras that allow each spectator to be identified and thus establish personal responsibility in the event of offenses. As a result, incidents of disorderly conduct, as well as incidents of discrimination or racism, were kept to a minimum at the tournament, which was of particular concern to FIFA and foreign fans.

Together with employees of Russian law enforcement agencies, representatives of the Chilean and German police worked at the Confederations Cup. Alejandro Montero was responsible for helping his compatriots from South America.

“This Confederations Cup was the first time I volunteered. In 2014, I visited the World Cup in Brazil, saw how they work, and decided to sign up next time. At the Confederations Cup, comfortable conditions were created for the work of the media. Accredited journalists had the right to visit all stadiums of the tournament and use their media infrastructure. In total, more than 3,000 journalists applied for accreditation at the tournament.

For the unaccredited press, for the first time in the history of the Confederations Cup, city press centers were organized, in which conditions were created for the work of journalists. They accredited about a thousand reporters from China, Japan, Great Britain, France, Poland, Slovenia, Spain, Mexico, the USA, Israel, Kuwait, Syria and other countries.

“All such press centers are equipped with the latest technology, set up to ensure that journalists find it interesting and comfortable to work. An extensive program of press events is planned in all four centers,” said Olga Koleva, chief operator of press centers for non-accredited media.

An important result of the past Confederations Cup was the growing interest in football and sports in the country in general, more and more children want to not only return to the stands in the future, but also play in such a tournament themselves.

“There have been more calls from parents who want to enroll their child in the football section. There was an opportunity not just to recruit, but to select children in the team. In such a situation, it is easier to grow really good players. Russia has a talent search program for ages 10 to 14, which was jointly adopted by the Russian and German football unions. Most children's schools work on it. Fan ID is one of the key security tools. For foreign fans, Fan ID will become a substitute for a visa when visiting Russia. About working with teams

From the moment they arrive in Russia, each team will be constantly accompanied by law enforcement officers.
Football teams will move with traffic police cars.
The National Guard will provide physical protection for the teams. Hotels will introduce additional access control.
In addition to hotels, security measures will be strengthened at stadiums, training grounds and fan zones.

About internal and external migration

Russian citizens who go to football in another city will have to register within three working days.
This does not apply to those who settle in hotels, hostels or boarding houses - the administration of the hotel where they stay will take care of their registration. This applies to both Russians and foreigners.
It is the hotel, and not the fan himself, who will be held liable if it turns out that the person has not been registered.
The FSB stepped up filtration measures at the border. The security authorities have closed entry to a sufficiently large number of foreign citizens and stateless persons who may be associated with terrorist activities.

On the sale of alcohol

The sale of alcohol is allowed in stadiums and other facilities that are coming under the control of FIFA. It will be beer from FIFA suppliers.
The decision on the procedure for the sale of alcohol outside the stadiums remains with the local authorities.
The Ministry of Internal Affairs made a recommendation on the days of the matches to suspend the sale of alcohol in any container within a radius of up to 2 km from the stadium.
Bringing alcohol (as well as any other drinks) to stadiums and fan zones will be prohibited.

About traffic restrictions

Local authorities, if necessary, may impose temporary restrictions on traffic. For example, on sections of roads adjacent to stadiums and training grounds.
Restrictions may also apply to part of the water areas, but only on match days, at certain hours.
For the duration of the Confederations Cup and the World Cup, zones have been established in which flights of airplanes, helicopters and other aircraft will be limited or prohibited.
On the territory of the cities hosting the matches of the World Cup, the entry of buses will be prohibited, with the exception of those operating on municipal routes. Such buses must be equipped with satellite navigation equipment.

About carrying weapons

Even if you have a permit for a weapon, it is forbidden to carry it with you on the days of the Confederations Cup and the World Cup. The same prohibition applies to explosives and poisonous substances.
In case of violation of the ban, the weapons will be confiscated and delivered to the internal affairs bodies for storage. No other sanctions are provided.
The only exception is sporting and service weapons.

The Interdepartmental Operational Headquarters will approve the list of controlled zones and the boundaries of prohibited zones. The draft decree notes that from June 1 to July 12, 2017 and from May 25 to July 25, 2018, bans will be introduced on the use of aircraft, including unmanned aerial vehicles with a maximum takeoff weight of 30 kilograms or less.

"The Ministry of Transport of Russia, by May 1, 2017, in agreement with the operational headquarters, shall establish prohibited zones and zones of restriction of flights of aircraft, including unmanned aerial vehicles with a maximum take-off weight of 30 kilograms or less, in the airspace above the territory and water area, within which enhanced measures are being introduced security, as well as to determine the cases of using the airspace in these areas, in which the imposed restrictions do not apply, ”the document says.

“To establish that in the constituent entities of the Russian Federation, where enhanced security measures are being introduced, meetings, rallies, demonstrations, marches and pickets not related to the sports competitions, in the periods from June 1 to July 12, 2017 and from May 25 to July 25, 2018, can be held in places and (or) along the routes of movement of participants in a public event, with the number of participants and in the time interval determined by the relevant local governments according to coordination with the relevant territorial bodies of the Ministry of Internal Affairs of Russia and the relevant territorial bodies of the FSB of Russia, ”the document specifies.

In addition, registration of foreigners who come to Russia for the 2017 Confederations Cup and the 2018 FIFA World Cup will be carried out within 24 hours from the day of their arrival.

“To establish that in the territory of Kazan, Moscow, St. Petersburg, Saransk, Sochi from May 25 to July 25, 2018 registration at the place of stay or registration at the place of residence of foreign citizens who arrived for temporary or permanent residence is carried out within one day from the date of their arrival at the place of stay or place of residence when submitting documents, ”the text of the document says.

As specified in the draft decree, these requirements for registration of foreigners do not apply to citizens of the Russian Federation and foreign citizens participating in competitions, as well as representatives of FIFA, its subsidiaries, confederations and national football associations included in the lists of the international federation. Russians who have stayed in residential buildings or moved to the specified subjects of the Russian Federation, "are obliged not later than three days from the date of arrival to apply with an application in the prescribed form and submit documents for registration at the place of stay or at the place of residence." Documents on registration of citizens of the Russian Federation are issued on the day they are received. The decree also notes that the notification by citizens of the Russian Federation of the territorial bodies of the Ministry of Internal Affairs of Russia about the period and place of their stay is carried out in person.

Moreover, entry into the territory of 11 Russian cities will be limited for certain categories of buses during the 2018 World Cup, and excursions for tourists will also be suspended.

“To prohibit from June 1 to July 17, 2018, entry into the territory of the cities of Kazan, Moscow, Nizhny Novgorod, Rostov-on-Don, Samara, St. Petersburg, Sochi, and from June 1 to June 30, 2018, entry into the territory of the cities of Volgograd, Ekaterinburg, Kaliningrad, Saransk buses. With the exception of buses that carry out regular transportation of passengers along adjacent interregional, intermunicipal and municipal routes passing within the boundaries of these settlements, equipped with the ERA-GLONASS system and having received permission from the territorial body of the Ministry of Internal Affairs to allow entry, ”the draft decree says.

The state authorities of the constituent entities of the Russian Federation, in whose territories enhanced measures are being introduced, if necessary, in agreement with the Ministry of Transport of the Russian Federation, as well as the relevant territorial bodies of the Ministry of Internal Affairs and the Federal Security Service of Russia, to implement traffic restrictions, ensure that drivers are informed about this and about possible detour routes. In addition, the draft decree notes that on the days of sports competitions, it is necessary to suspend the transportation of citizens of the Russian Federation, foreigners and stateless persons along tourist and sightseeing and walking routes on all types of transport to these cities, if they are not related to attending sports competitions.

It also became known that the sale of weapons may be banned in the regions where matches of the Confederations Cup in 2017 and the World Cup in 2018 will be held. The document provides for a ban from June 1 to July 12, 2017 and from May 25 to July 25, 2018 on the sale of civilian, official, combat hand-held small arms and edged weapons, ammunition and special equipment. The ban will include the sale of explosives, industrial materials and products containing them, as well as poisonous substances, with the exception of those that are part of medicines registered in the Russian Federation. The Russian Guard will conduct unscheduled inspections of legal entities selling weapons, ammunition (cartridges) and special equipment. If a sale is detected during this period, the weapon will be confiscated until the end of the sporting events.

In addition, the draft decree proposes to "suspend or restrict the activities of hazardous industries and organizations that use explosive, radioactive, chemical and biological hazardous substances during the period of the introduction of enhanced security measures." The list of these industries will be determined by the government of the Russian Federation.

Confederations Cup matches will be held in Moscow, St. Petersburg, Sochi and Kazan from June 17 to July 2. The Russian team will play in Group A with the national teams of New Zealand (June 17, St. Petersburg), Portugal (June 21, Moscow) and Mexico (June 24, Kazan). The 2018 World Cup matches will be held from June 14 to July 15 at 12 stadiums in Moscow, St. Petersburg, Kazan, Nizhny Novgorod, Saransk, Kaliningrad, Volgograd, Yekaterinburg, Samara, Sochi and Rostov-on-Don.

In Russian cities, where matches of the 2017 FIFA Confederations Cup will be held in the near future, security measures will be strengthened.

"This is a standard international practice. In our country, similar and even tougher security measures compared to the current ones were introduced during the Olympics and Paralympics in Sochi in 2014. However, the enhanced measures did not prevent either residents of the city or guests from enjoying the festive atmosphere of the Games," — Alexey Lavrishchev, Deputy Head of the FSB Directorate of Russia, emphasized.

About working with fans

  • In Russia, there is a list of football hooligans who have been banned by the court from attending official matches. There are 191 people on the list. Such fans are under the control of the Ministry of Internal Affairs
  • The Russian power structures also have information about foreign football hooligans. They will not be able to get a Fan ID and enter Russia.
  • Fan ID is one of the key security tools. For foreign fans, Fan ID will become a substitute for a visa when visiting Russia. The document is also required for booking tickets, travel on special trains and allows free use of public transport in the cities where the matches of the tournament will be held. The organizers received about 200 thousand applications for Fan ID, two thirds of the fans have already acquired such passports.

About working with teams

  • From the moment they arrive in Russia, each team will be constantly accompanied by law enforcement officers.
  • Football teams will move with traffic police cars.
  • The National Guard will provide physical protection for the teams. Hotels will introduce additional access control.

About internal and external migration

  • Russian citizens who go to football in another city will have to register within three working days.

  • It is the hotel, and not the fan himself, who will be held liable if it turns out that the person has not been registered.
  • The FSB stepped up filtration measures at the border. The security authorities have closed entry to a sufficiently large number of foreign citizens and stateless persons who may be associated with terrorist activities.

On the sale of alcohol

  • The sale of alcohol is allowed in stadiums and other facilities that are coming under the control of FIFA. It will be beer from FIFA suppliers.
  • The decision on the procedure for the sale of alcohol outside the stadiums remains with the local authorities.
  • The Ministry of Internal Affairs made a recommendation on the days of the matches to suspend the sale of alcohol in any container within a radius of up to 2 km from the stadium.
  • Bringing alcohol (as well as any other drinks) to stadiums and fan zones will be prohibited.

About traffic restrictions

  • Local authorities, if necessary, may impose temporary restrictions on traffic. For example, on sections of roads adjacent to stadiums and training grounds.
  • Restrictions may also apply to part of the water areas, but only on match days, at certain hours.
  • For the duration of the Confederations Cup and the World Cup, zones have been established in which flights of airplanes, helicopters and other aircraft will be limited or prohibited.
  • On the territory of the cities hosting the matches of the World Cup, the entry of buses will be prohibited, with the exception of those operating on municipal routes. Such buses must be equipped with satellite navigation equipment.

About carrying weapons

  • Even if you have a permit for a weapon, it is forbidden to carry it with you on the days of the Confederations Cup and the World Cup. The same prohibition applies to explosives and poisonous substances.
  • In case of violation of the ban, the weapons will be confiscated and delivered to the internal affairs bodies for storage. No other sanctions are provided.
  • The only exception is sporting and service weapons.
